Pictus 1.0

Just uploaded a new version of Pictus. I were running out of version numbers so decided to tag it as 1.0. The main improvements are better support for animated GIFs, better Direct3D performance for integrated GPUs, better Vista integration, Lanczos3 filtering and countless bug fixes.
